This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORK
Under general supervision, performs financial support service work of moderate difficulty for the Sheriff’s Office; this position has department specific responsibility.
(Illustrative Only) Receives, logs, reviews, validates, and codes invoices and P-card transactions for payment; sends medical invoices to third party to adjust amounts to statutory rates; pays miscellaneous vendor invoices via credit card or initiates requisitions for County checks; allocates money according to funding; researches and reconciles financial discrepancies in invoices by collecting and analyzing information; receives and verifies grant data, to include daily activity reports, Oracle entries, mileage, and time slips; enters information into Federal and/or State database; researches discrepancies; prepares calculations for associated costs, to include, employees’ salaries and related expenses (ERE’s); compiles and submits timely financial reports to County Finance and/or grantor; maintains grant files and records on specified grant programs: responds to inquiries regarding specified grants; may participate with various independent auditors pertaining to financial and grant audits; compiles, researches, prepares, and extracts computerized data for various reports, audits, and/or special projects; reviews, verifies, reconciles, and balances the petty cash drawer for the Civil and Finance sections of the Sheriff’s Office; distributes cash upon authorization; prepares weekly petty cash reports; creates requisitions in Oracle for petty cash reimbursements; utilizes petty cash for sale transactions of uniforms, patches, uniform ribbons, stamps, etc.; prepares deposits slips; receives, prepares, and processes travel requests for employees; calculates per diem based on Federal rates; collects travel receipts from employees and initiates reimbursement process when necessary; receives and verifies invoices, grant reports, and other documents for incoming revenue; inputs and verifies data and funding information into Oracle; receives monies, and initiates Treasury Receipt for prisoner per diem, grant money, and miscellaneous revenues; prepares journal entries and account reconciliations in compliance with Sheriff’s Office and County Standards and Policies; prepares Capital Asset Activity Report (CAAR) form for new Sheriff’s Office assets and assets ready for final disposal; gathers appropriate documentation for processing at County Finance to establish and terminate Sheriff’s Office assets; processes payroll by receiving, maintaining, and verifying the accuracy of time sheets/cards; enters information into Oracle; monitors and verifies paid time off is available for employee usage; submits payroll to Finance for approval by County Finance; responds to pay check discrepancy inquiries by conducting research, and submitting corrections, if applicable; maintains and updates a variety of spreadsheets with current information relating to Sheriff’s Office P-card holders, subscriptions, assets, major inventory, maintenance, etc.; assists in records retention and destruction of financial and grant records/files; maintains absolute confidentiality of financial data, employee information, and other associated Sheriff’s Office information; regular and reliable attendance is required; performs other duties as assigned.
EXPERIENCE & EDUCATION: High School Diploma or GED equivalent; plus coursework in general accounting/bookkeeping AND three (3) years of general accounting, bookkeeping, and/or grant reporting experience; OR an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS:May be required to successfully complete a background check, polygraph, and drug test prior to appointment.
Hourly rate for this position has been revised effective 3/4/24.Knowledge of: County policies and procedures; Sheriff’s Office policies and procedures; Federal, state, and local regulations regarding governmental fiscal policies and procedures; grant program standards in order to compile statistical information for reports; primary financial records (i.e. payables, receivables, expenditures, and financial statements); financial record keeping and reporting procedures; accounting and payroll systems.
Skills in: calculating mathematical computations; maintaining a high level of organizational ability; understanding and applying grant program standards, Federal and State rules and regulations; in using modern office equipment including computers; maintaining efficiency of logical and physical workflow; preparing, verifying, and reconciling accounting documentations; researching, verifying, and resolving discrepancies in invoices or other financial documents; payroll and spreadsheet applications.
Ability to: learn Oracle, Quicken, and other applicable financial software; maintain electronic records, files, and databases; perform multiple projects simultaneously and exercise good judgement in prioritizing work assignments in order to meet deadlines; establish and maintain effective working relationships with employees, supervisors, vendors, other agencies, and the public; file documents in alphabetical or chronological order; follow written and verbal instructions; communicate effectively and in writing; perform the essential functions of the position with or without a reasonable amount of accommodation.
